Acting Administrator Veronica Vanterpool will provide remarks on behalf of the Federal Transit Administration, followed by a buffet lunch for all attendees. We’ll then feature a lunchtime discussion moderated by Acting Administrator Vanterpool and leaders of APTA, AASHTO and CTAA.

1:30 - 3:00 P.M. - Procurement & Project Management
With OMB issuing final guidance on the Build America, Buy America Act (BABA), FTA grantees must change their approach to Buy America compliance in construction projects – even the smallest of them. This session will lay out a practical approach to a complex legal problem that comes with federal funding.
3:15 - 4:30 P.M. - NEMT Updates & Challenges
How are states responding to the Centers for Medicare and Medicaid Services' recent non-emergency medical transportation (NEMT) guidance? We'll discuss your experiences, and will review the findings from a National Center for Mobility Management (NCMM) sponsored survey on the state-by-state environment for using public transportation services for NEMT. The session will also present a sneak preview of an NCMM webpage that will be devoted to this topic, on which public transit agencies will be able to find an historic timeline of events impacting NEMT and a state-by state table of NEMT environments and innovations pertinent to the usage of using public transportation services for NEMT.

1:15 - 2:45 P.M. Is Your Agency Capital Asset Plan TAMtastic?
Join us as we talk about FTA’s guidelines and best practices to developing and implementing your TAM. We’ll share experiences on common questions, technical do’s and don’ts, explore industry resources and changes in the wake of the BIL. We’ll be asking our participants to share their experiences and best methods for keeping their asset management plan TAMtastic.

Even the most ethical of lawyers & leaders can be unwittingly led astray by the way the brain considers – or fails to consider – ethical questions. Research in the field of behavioral ethics has uncovered many ways that your brain can take ethical shortcuts without you even being aware of it. A panel of lawyers and experts discuss how it happens and what you can do about it.
