South West Transit Association
Heather Dalmolin
Heather Dalmolin has served as the CEO and General Manager of the Mountain Line transit system in Flagstaff, Arizona since February 2020. She started her transit career in 2002 as an Accounting Technician with Mountain Line before moving into her prior position of Administrative Director where she wore many hats, including Grant Manager, IT Manager, HR Director, and CFO. As the CEO, her skills in human resources, finance, and grant management have been key to the agency’s ability to adapt to new staffing challenges and to find the necessary funding to keep the system not only whole but prepared for expansion. Heather is known by staff and partners for having an open door and can regularly be found working with employees from across the agency to innovate and solve problems. She is passionate about Mountain Line’s mission of “Getting you where you want to go,” whether she is talking with riders, the community, or employees.
Mountain Line is a high performing small urban transit system, serving as many as 2.5 million riders in the greater Flagstaff area. Mountain Line was the first agency in the state of Arizona to convert to Hybrid Diesel Electric Buses in 2009 and began the transition to zero-emission buses with delivery of the first Battery Electric bus in April 2023. Mountain Line opened a new Commercial Driver’s License training and testing facility in the spring of 2024 and is in the middle of constructing a new Downtown Connection Center to include a new administrative facility, a 13 bay transfer center, and a community civic space.
